It is required that the agricultural system of the whole province revolve around the "general goal" of building a strong modern eco-agriculture province, turn around the "main engine" of vigorously carrying out the project of agricultural modernization, keep close watch on the "general grasp" of accelerating the industrialization of modern eco-agriculture, and promote the transformation of agricultural development goals from focusing on quantity to focusing on quality, quantity and efficiency, and the level of agricultural supply and demand. Heng has changed from a low level to a high level, and the driving force of agricultural development has changed from relying on the input of resource factors to innovation-driven.

  The meeting pointed out that at present, China's economic development has entered a new normal, showing three characteristics: speed change, structural optimization and power conversion, as well as agricultural development. In terms of speed change, the development goal of agriculture should change from focusing on quantity to paying equal attention to both quality and quantity benefits. At present, the supply and demand of grain market have changed, the surplus of maize, the price of grain has fallen, and the benefit of grain planting has declined. Influenced by the downturn of macro-economy, the growth rate of output value of agricultural products processing industry declined. The effective supply of agricultural products can not meet the demand of consumption upgrading. We should get rid of "speed complex", cultivate "quality sentiment", avoid "shift anxiety", and shift from blindly pursuing quantity growth in the past to paying more attention to quality and efficiency.
_In terms of structural optimization, the balance of supply and demand in agriculture should be changed from low level to high level. At present, there are many structural contradictions in agriculture in our province: the structure of planting industry is not good, the combination of planting and breeding industry is not tight, the integration of primary, secondary and tertiary industries is not enough, the regional structure is unreasonable, so it is urgent to adjust and optimize the agricultural structure. We should focus on the "navigation light" of market demand, find the "locator" of resource endowment, and pay more attention to promoting the formation of green production and consumption patterns. We should scientifically determine production priorities, continuously optimize the quality structure of varieties, cropping and breeding structure, industrial structure, regional structure and agricultural circular economy structure, and improve the quality and efficiency of agricultural supply system.
_In terms of power conversion, the driving force of agricultural development should be transformed from relying on input of resource elements to innovation-driven. The traditional mode of agricultural development is difficult to sustain. The quality of farmers can not meet the needs of modern agricultural development. It is necessary to shift from relying mainly on material input to relying on scientific and technological progress, improving the quality of workers and management innovation. We should actively tap and cultivate new momentum of agricultural and rural economic development, give impetus to the innovation of agricultural management mode, to the reform of rural property rights system, and to the innovation of agricultural science and technology.
Generally speaking, the development of agricultural and rural economy has entered a new normal. While bringing risks and challenges, the basic characteristics of high grain yield in successive years have not changed, and the good supporting foundation and conditions brought about by deepening rural reform have not changed, more for the development of modern ecological agriculture. The green development, transformation development and sustainable development of agriculture in our province provide an important strategic opportunity period.
