The "three subsidies" of these provinces are in place!

Abstract:

According to incomplete statistics, at present, the domestic provinces, municipalities and autonomous regions have issued papers indicating that the subsidies will be in place by 30 June: Liaoning, Jilin, Hebei, Shandong, Henan, Jiangsu, Anhui, Jiangxi, Sichuan, Chongqing, Hubei, Hunan, Zhejiang, Yunnan, Guizhou and so on.

 

In the Circular on Fully Promoting the Reform of Agricultural "Three Subsidies", issued jointly by the Ministry of Finance and the Ministry of Agriculture, it is required that provincial financial and agricultural departments should do a good job in allocating and supervising agricultural support and protection subsidy funds, and that subsidies to farmers should be in place by 30 June.
According to incomplete statistics, at present, the domestic provinces, municipalities and autonomous regions have issued papers indicating that the subsidies will be in place by 30 June: Liaoning, Jilin, Hebei, Shandong, Henan, Jiangsu, Anhui, Jiangxi, Sichuan, Chongqing, Hubei, Hunan, Zhejiang, Yunnan, Guizhou and so on.
The fund of "three supplements in one" will be cut into different parts according to cultivated land area, grain output and moderate scale of operation and development, and the subsidized objects, modes and standards will be determined by each province in accordance with local conditions. Following is the person in charge of Hubei Provincial Finance Department and Agricultural Department. Around 2016, the relevant policies of agricultural support and protection subsidy for farmland productivity protection in our province are interpreted. Because the implementation standards of the "three subsidy" policy are different in each province, the following key questions and answers are for your reference only.
On Subsidies
1. Question: How do farmers declare subsidies?
Answer: Farmer household declaration system is adopted for subsidy of farmland productivity protection. Each farmer fills in the Declaration Form of Subsidies for the Protection of Farmland and Land Productivity according to his or her own situation, and is responsible for the authenticity, accuracy and completeness of the basic information filled in. After signature by the farmer, the report is submitted to the villagers'committee.
2. Question: How to divide the subsidy scope of cultivated land productivity protection?
Answer: Within the scope of the whole province, in principle, subsidies will be given to cultivated land owned by farmers of planted land, cultivated land affirmed by village groups when their right to land in rural areas is confirmed (or in the second round of extension of contracting of rural land), cultivated land affirmed by state-owned farms and cultivated land of state-owned farms, animal husbandry and fishery improved seed farms.
3. Question: What is the object and basis of subsidy for cultivated land productivity protection?
Answer: Taking the farmer as the unit, the measured area is confirmed on the basis of the second round extension of farmer's land, which serves as the basis for the farmer to declare the subsidy fund. In 2016, the counties (cities and districts) that have not completed the work of confirming their rights and confirming their rights shall be subsidized according to the second round of extension of land contracted by peasant households. For cultivated land that cannot be measured due to some special factors, the subsidized area shall be determined by the people's governments of counties (cities and districts) on the basis of the second round extension area of farmer's land.
4. Question: How do farmers declare subsidies?
Answer: Farmer household declaration system is adopted for subsidy of farmland productivity protection. 5. Question: How to apply for subsidy funds when farmers'land management rights are transferred?
Answer: If the transfer of land management rights occurs among peasant households, land transfer agreements should be signed and the beneficiaries of subsidized funds should be specified in the agreements; if there is no land transfer agreement between peasant households, the subsidized funds shall still be enjoyed by the land contractors; if the transfer of land management rights of peasant households to the main body of new-type agricultural operation for agricultural production, they must be signed. Make land transfer agreements and specify the beneficiaries of subsidized funds in the agreements. Agreements on land transfer signed by peasant households must be submitted to township financial offices (economic management stations) for the record as evidence for the granting of subsidies.


6. Question: Under what circumstances can we not enjoy subsidy for farmland productivity protection?
Answer: 1. According to the relevant provisions of the Flood Control Law of the People's Republic of China and the Water Law of the People's Republic of China, land that has been reclaimed and planted crops, such as beaches, floodplains, lakes and rivers, does not belong to rural collective cultivated land;
2. Forest land that has been granted forest right certificate by the state and land that has been subsidized by returning farmland to forests or grasslands;
3. The cultivated land occupied by livestock farms;
4. Conversion of cultivated land into facility agricultural land, including production facility land and subsidiary facility land directly used for agricultural production in facility agricultural project area. For example, several greenhouses, aquaculture ponds, factory farming ponds, breeding and nursery sites, necessary supporting land for inspection and quarantine monitoring and environmental protection facilities in agricultural production, and supporting facilities for grain production, such as large agricultural households, family farms, farmers'cooperatives, agricultural enterprises, etc. For example, land for drying grounds, grain drying facilities, temporary storage places for grain and agricultural equipment;
5. Non-agricultural land requisitioned (occupied) and other cultivated land with changed uses;
6. The cultivated land that has been abandoned for a long time has been recognized by the people's government at the county level.
7. The people's government at the county level has determined that the quality of cultivated land does not meet the conditions for cultivation.
Question 7: Can farmers apply for subsidies for planting cash crops such as fruit trees, tea, melons and fruits, vegetables, seedlings, flowers, landscape trees, etc. in arable land?
Answer: According to the scope of subsidy and the object of subsidy, as long as it belongs to the category of cultivated land, whether it is cultivated grain crops or cash crops, subsidies can be applied for.
Question 8: Can farmers claim subsidies for self-excavation of ponds in arable land for aquaculture such as fisheries?
Answer: According to the provisions of the scope of subsidy and the object of subsidy, as long as it belongs to the category of arable land, but not to the conversion of patches of arable land into facility agricultural land, the subsidy can be applied for.
Question 9: How is the per mu subsidy standard for each county (city, district) determined?
Answer: According to the total amount of funds allocated by the Provincial Finance Department in 2016, together with a small amount of funds carried over from the previous year and funds arranged separately by the local government, each county (city or district) is regarded as the total amount of subsidized funds in 2016. According to the total area of subsidized funds confirmed by the local government, the standard of per mu subsidy for the protection of cultivated land productivity in this county is calculated.
Ten questions: Why is the standard of per mu subsidy different in every county (city, district)?
Answer: Provincial Finance Department estimates and distributes subsidized funds to counties (cities and districts) according to the relevant factors of grain output and perennial cultivated land area of counties (cities and districts) in Hubei Rural Statistical Yearbook from 2012 to 2014. Its goal is to protect cultivated land, to "hide grain in the ground" and to enhance grain production capacity. Because the total scale of subsidy funds in each county (city, district) is different, and the verified cultivated land area is also different, the standard of Mu flat subsidy calculated for each county is different.
Question 11: After the implementation of the subsidy policy, through which channels can we understand the policy?
Answer: We mainly understand through the following channels: first, an open letter to peasant friends from the county (city, district) people's government; second, information on subsidies policies issued by local television, newspapers and other media; third, information on subsidies policies posted by the "open column of government affairs" of township financial institutions and the "open column of village government affairs" at village level; fourth, information on finance and government in Hubei Province. Fifth is the information inquiry desk of subsidies policy of township finance institutes; sixth is the village's Hubei smart rural network.
Twelve Questions: When farmers find their subsidy funds questionable, through which channels can they reflect and appeal?
Answer: Departments at all levels, such as finance, agriculture, economic management and rural comprehensive reform, have set up subsidies policies to implement supervision and reporting telephone calls, and receive consultation and supervision from the society and the masses. They can also report and complain to the above departments through the network and letters.
