Agricultural machinery purchase subsidy

In view of the volatility of market prices, in the actual implementation of the policy, the actual subsidy ratio of specific products or specific grades fluctuates around 30% in line with the relevant policy provisions.
Provinces can also adopt a combination of quotas and proportions to determine the subsidy standard, double control of quotas and proportions for the same type of gear within the provincial territory, and take a lower standard amount to pay subsidies. Specific ratios are determined independently by the provinces in combination with actual conditions.
Provinces experimenting with financial leasing of large-scale agricultural machinery and implements shall allow the actual users of leased agricultural machinery and other equipment to enjoy the subsidy policy for the purchase of agricultural machinery in accordance with regulations.
Agricultural Technology Extension and Service Subsidy
In 2016, the central government has arranged for agricultural technology extension and clothing in the areas of primary processing of agricultural products, extension of dry farming agricultural technology, reform and construction of grass-roots agricultural technology extension system, reform and construction of modern agricultural demonstration zones, development of potato staple food products and industries, etc.

Funds for controlling major crop diseases and insect pests mainly support spring farming production, and continue to be arranged according to the needs of agricultural conditions in the annual implementation. The relevant provinces should choose social service organizations such as plant protection and agricultural machinery to carry out the work of "one spray, three prevention" of wheat and pest control of major crops, highlighting the centralized and unified control, and the way of subsidies can be materialized or cash subsidies. If material and chemical subsidies are adopted, the agricultural and financial departments shall make unified bidding and procurement work, carefully verify their operational tasks and relevant service agreements, distribute the purchased materials to the social service organizations in time, and cash them before carrying out their operations; if cash subsidies are adopted, they shall follow the procedures of first operation, first publicity and then cash. In the preface, the subsidy fund will be cashed directly to the social service organizations.

Agricultural resources and ecological protection subsidy funds allocated by the central government for the protection and utilization of black land have been issued in advance. Pilot counties should independently determine the content, object and mode of subsidies in accordance with local conditions and farmers'wishes.
