Promoting Agricultural Supply-side Structural Reform with New Development Concept

      On March 18, the Ministry of Agriculture convened the Learning Conference of the Central Group of Party Groups (Expanded) to exchange and discuss the spirit of the National "Two Sessions", the implementation of the "Five Development Ideas", the transformation of the mode and the adjustment of the structure, the promotion of the structural reform of the agricultural supply side, and the completion of the key work of the year. At the meeting, Han Changfu, Secretary of the Party Leadership Group and Minister of Agriculture, stressed that the important guiding spirit of General Secretary Xi Jinping on promoting the structural reform of the agricultural supply side should be studied and implemented in depth, and the structural reform of the agricultural supply side should be promoted with new development concepts, so as to put into effect the decision-making and deployment of the central "three rural areas" and the spirit of the National "two sessions". We will firmly promote the development of agricultural and rural economy and ensure a good start in the 13th Five-Year Plan.
Han Changfu pointed out that promoting the structural reform of the agricultural supply side is an urgent need to adapt to the accelerated upgrading of the consumption structure of agricultural products, to improve the competitiveness of agriculture, to improve agricultural efficiency, to increase farmers'income, and to improve the agricultural ecological environment. In order to fully understand the importance and urgency of promoting the structural reform of agricultural supply side, we should take the important guiding spirit of General Secretary Xi Jinping as the core and basic principle, accurately grasp the overall requirements and connotation of promoting the structural reform of agricultural supply side, with the emphasis on "four improvements and four innovations". We should improve the supply system and promote product innovation. The market demand should be taken as a navigation lamp to adjust and optimize the agricultural production structure and product structure, enhance the adaptability and flexibility of the supply structure of agricultural products, innovate the supply of products, and provide consumers with richer, better quality and more marketable products. We should improve the use of factors and promote scientific and technological innovation. Promote the transformation of agricultural development from relying on input of material factors to relying on scientific and technological progress as soon as possible, vigorously implement the strategy of scientific and technological innovation, and improve total factor productivity. We should improve the allocation of resources and promote institutional innovation. We should adhere to the market orientation, reform the policies of agricultural products price and storage, agricultural subsidies, financial insurance, circulation and trade, ecological and environmental protection, and promote the effective allocation of agricultural resources. It is necessary to improve the management mode and promote management innovation. We should fully mobilize the enthusiasm of all kinds of operators and speed up the construction of a modern agricultural management system based on household management of peasant households, with cooperation and association as the link and social services as the support.
Han Changfu pointed out that pushing forward the structural reform of agricultural supply side is a hard battle with heavy tasks and great difficulties. In the promotion of specific work, we should deal with the "four relationships": first, we should deal with the relationship between addition and subtraction. Increase the supply of green, organic safety and characteristic agricultural products, and continuously increase the production of agricultural products with good sales and high efficiency. We should appropriately reduce the production of unsalable and overstocked varieties and reduce the supply of general and surplus agricultural products and ineffective and low-end supplies. Second, the relationship between the market and the government should be well handled. Strengthening the support and protection of agriculture should not damage farmers'interests and frustrate their enthusiasm because of policy adjustment. Third, we should handle the current and long-term relationship well. On the one hand, we should adhere to the problem-oriented approach and make great efforts to speed up the filling of shortcomings in the light of the outstanding contradictions and problems facing the current agricultural development; on the other hand, we should adhere to the goal-oriented approach and firmly grasp the long-term goal of fundamentally improving the competitiveness of agricultural quality and efficiency, so as to plan all kinds of reforms as a whole. Fourth, we should deal with the relationship between strength and rhythm. We must move forward step by step, in an orderly and powerful manner, and neither do nothing, swallow warmly and hesitate to move forward, nor act indiscriminately, too quickly and too aggressively.
Han Changfu stressed that we should further clarify the key tasks of promoting the structural reform of the agricultural supply side and focus on "six optimization and one consolidation" at present. Optimizing product structure with emphasis on increasing effective and high-end supply; optimizing industrial system with emphasis on prolonging industrial chain and upgrading value chain; optimizing production system with emphasis on promoting cost-saving and efficiency-increasing; optimizing regional layout with emphasis on improving the matching degree of resources and environment; and giving full play to the leading role of moderate scale operation. Emphasis should be placed on optimizing the management system, focusing on harnessing and restoring the agricultural ecological environment, optimizing the utilization of resources, and consolidating and upgrading the production capacity by focusing on the construction of grain production functional areas and important agricultural product production protection areas.
Han Changfu stressed that in order to promote the structural reform of agricultural supply side, we should play a good role of policy "baton" and "navigator" to form a strong and effective policy system. We should improve the agricultural subsidy policy, accelerate the establishment of a subsidy policy system adapted to the structural adjustment of the mode of transformation, and give full play to the role of subsidy in promoting the structural reform of the agricultural supply side; improve the price formation mechanism of agricultural products, increase the flexibility of policy adjustment according to the relationship between supply and demand in the market, implement policies according to varieties, and gradually promote agricultural products. Goods, especially grain prices, should be returned to the market; financial and insurance policies should be improved to further promote the inclination of financial resources to the countryside and to optimize agricultural supply. The core is to crack the difficulties of loans, expensive loans and less insurance, focusing on improving the system, innovating products and reducing costs; trade and investment control policies should be improved to make overall use of them.
