 In recent years, through the implementation of a number of major joint projects, China has introduced a large number of agricultural germplasm resources, technology, agricultural machinery and equipment, management experience and intellectual resources, which has improved the efficiency of agricultural production and laid the foundation for promoting industrial upgrading.
Introducing foreign advanced agricultural technology is a long-term task to implement innovation-driven strategy, narrow the gap between China's agricultural science and technology and the international advanced level, and promote the progress of agricultural science and technology. In fact, in order to narrow the gap between China's agricultural science and technology and the world's advanced level as soon as possible, as early as 1994, China launched and implemented the 948 Plan to introduce international advanced agricultural science and technology.
According to statistics, as of September 2015, 948 plans to send 1576 experts to more than 40 countries (regions) for study, inspection and cooperative research. 1253 experts are invited to carry out agricultural technology exchange, cooperative research and training. More than 24700 accessions of animal and plant germplasm, microbial germplasm resources and fine varieties, more than 1000 advanced and practical technologies, and 430 sets of key instruments and equipment were introduced. Through digestion, absorption and re innovation, more than 260 new varieties have been bred, 545 patented technologies and variety rights have been obtained, and nearly 2100 doctoral talents have been trained.
It is estimated that international cooperation has shortened the time of agricultural science and technology R&D in China by 10-15 years on average, and saved 30-50% of R&D expenditure. The imported advanced technology of agriculture, animal husbandry and fishery almost covers all links of agricultural pre-production, mid-production and post-production processing.


Actively Go Out and Contribute to the Development of World Agriculture

At the same time, China's agriculture is steadily increasing the pace and intensity of going out, and agricultural foreign investment cooperation further presents a comprehensive, wide-ranging, multi-level pattern.
By the end of 2015, the stock of foreign investment in agriculture had exceeded 11.74 billion US dollars, and more than 1300 overseas enterprises of agriculture, forestry, animal husbandry and fishery had been established in 85 countries and regions around the world, covering various industries such as planting, forestry, animal husbandry, fisheries and related services, as well as production, processing, warehousing and logistics. Agricultural going-out policy has blossomed in many places. Pilot projects of insurance premium subsidies for enterprises going-out and pilot projects of overseas extension of purchase subsidies for agricultural machinery have been launched step by step. Relevant financial institutions have been increasing their support for agricultural foreign cooperation. By the end of 2015, the Export-Import Bank of China has recommended to the Ministry of Agriculture about 90 agricultural foreign cooperation loan projects to grant more than 23 billion yuan. Through strengthening the top-level design, the five systems of planning system, policy framework system, credit evaluation system, public information service system and talent team building system for agriculture going out have been preliminarily constructed.
In addition to foreign investment, China has continuously strengthened its agricultural technical and financial assistance to developing countries in recent years. Since FAO launched the relevant action plan of South-South cooperation in 1996, China has actively promoted the orderly implementation of the project, which has been widely recognized around the world. By the end of May 2016, 23 South-South cooperation projects had been launched, and 1040 agricultural experts and technicians had been sent to 26 countries in Africa, Asia, South Pacific and Caribbean. Last year, China and the World Food Programme drafted a memorandum of understanding between the two sides on strengthening the partnership to eradicate global hunger and promote development. The China-World Food Programme "South-South Cooperation" training course was held in China for the first time. It trained 1547 agricultural technology and managers for Asian and African countries throughout the year, and promoted a large number of our country. Practical agricultural technology and management experience.

Optimizing the structure of import and export, stabilizing and healthy development of agricultural trade
  Since China's accession to the WTO, the market of agricultural products has been fully opened, and the international trade of agricultural products has entered an unprecedented stage of rapid development. The total trade volume of agricultural products has increased by 5.7 times, and China has become the third largest agricultural trade country in the world.
In the international trade of agricultural products, China ensures the stable and healthy development of agricultural trade by making good use of the two resources, two markets and two kinds of rules. On the one hand, through moderate import and adjustment of surplus and deficiency, we can make up for the shortage of domestic production capacity. On the other hand, we will continue to intensify our efforts to support the export of agricultural products with comparative advantages.
According to statistics, China's agricultural exports in 2015 amounted to 70.68 billion US dollars, an increase of 43.2% compared with the end of the 11th Five-Year Plan. Compared with the same period, the export volume of fruits, vegetables, livestock products and aquatic products increased by 58.1%, 33.4%, 24.0% and 47.0%, respectively.
In order to enhance the popularity and influence of China's agricultural products in the international market, the Ministry of Agriculture has taken various ways to coordinate the marketing and promotion of superior agricultural products. It has held several international fisheries expositions, potato expositions, international seed industry expositions, agricultural trade fairs and other high-quality exhibitions. China-ASEAN high-quality fruit promotion activities and China-Asia-Europe Expo high-quality fruit promotion activities have been held for several consecutive sessions to promote China's fruit sales to ASEAN, Central Asia and European countries. At the same time, through the integration of overseas exhibition resources, we will strive to build a national agricultural exhibition group. Last year, Chinese enterprises participated in world famous exhibitions such as Milan World Expo, Korea International Food Exhibition, Russia Golden Autumn Exhibition and Brussels Global International Fisheries Exhibition in the form of a national delegation, which enhanced foreign consumers'awareness of China's agricultural products.

With the continuous improvement of the level of agricultural modernization, the "soft power" of China's agriculture is also increasing day by day. In addition to the charm of agricultural culture, China's achievements in agricultural development have been recognized and appreciated by the international community many times. In 2015, China was awarded a certificate to fulfill the goals of the World Food Summit, and in consultation with the United Nations Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP), the World Organisation for Animal Health (OIE), the Consultative Organization for International Agricultural Research (CGIAR), the Group of Twenty (G-20), the BRICS, the General Agreement on Cooperation with the APEC, Shanghai Cooperation Organization and other important platforms have played an active and constructive role.
At the same time, our country attaches more and more importance to international standard-setting, and constantly enhances the influence and voice in the field of international agriculture. It has become one of the international agricultural rulemakers.
