On December 9, Li Weiguo, Director of Agricultural Mechanization Management Department of the Ministry of Agriculture, made a keynote speech at the 2015 National Working Conference on Agricultural Machinery Industry. He disclosed that the purchase subsidy of agricultural machinery in 2016 would continue to innovate and implement the nine-character policy in the direction of subsidy: reducing the scope, reducing the quota and promoting the opening up.
Li Weiguo pointed out that in order to maintain the stability of the policy, the General Office of the Ministry of Agriculture and the General Office of the Ministry of Finance issued the Guidelines for the Implementation of Agricultural Machinery Purchase Subsidies from 2015 to 2017 at the beginning of this year, which made adjustments in the object, scope and standard of subsidies, and further clarified the responsibilities of all parties involved. After one year's implementation, the overall response is good, but it still needs to be improved according to the actual situation. In 2016, the subsidy policy will be adjusted and improved around the direction of "shrinking scope, reducing quotas and promoting openness".
_Li Weiguo explained that the purpose of narrowing the scope was to highlight the focus of subsidies and to eliminate some low-end, surplus and low value-added products from the scope of subsidies around the mode of transformation and restructuring, which was conducive to reducing the risks of enterprises and agricultural machinery management departments. Reducing the quota is for those products whose market is saturated, whose market price has fallen, or which are not the development needs of the local leading industries, which can reduce the subsidy standard appropriately. The benefits of doing so are as follows: firstly, it can play the role of leveraging four or two kilograms of financial funds; secondly, it can reduce the excessive intervention of the subsidy policy in the market; and thirdly, it can have the following advantages: It is conducive to improving the efficiency of subsidy machinery; fourth, it is conducive to reducing the risk of enterprises and management departments. The so-called promotion of openness means that products within the scope of subsidies can be as open as possible. For those that can not be put in place in one step, we can open up some key industries and key machines, which not only reflects the fairness and inclusiveness of the policy, but also reduces the operating procedures and rent-seeking behavior. He also stressed that more autonomy would be delegated to provincial agricultural mechanization authorities. In addition, the supervision of the implementation of the subsidy policy will be further strengthened next year. Li Weiguo disclosed that since the first subsidy fund target for next year has been issued to the provincial level, the Department of Agricultural Mechanization Management is actively taking action to start the implementation of the subsidy policy in January next year.
Li Weiguo emphasized that during the 13th Five-Year Plan period, agricultural mechanization should conscientiously implement the five development concepts of innovation, coordination, green, open and sharing put forward at the Fifth Plenary Session of the Eighteenth Central Committee. In order to solve the problem of insufficient supply of agricultural machinery products, agricultural machinery enterprises, as the main body of scientific and technological innovation, should pay more attention to technological transformation and research and development of new products; solve the unbalanced development of agricultural mechanization among regions, industries and fields by strengthening the concept of coordinated development, and solve the development speed and quality. Inconsistent problems; through strengthening the concept of green development, grasping the problem of energy saving and emission reduction of agricultural mechanization, and giving full play to the role of Agricultural Mechanization in the sustainable development of agriculture; through strengthening the concept of opening up, agricultural machinery enterprises should not only introduce and learn foreign advanced agricultural machinery technology, but also actively promote product and technological innovation through opening up.
